If it's the same as my 96, it's to the side. I think it's a 5/16" hex...It sucks, because the body molding/panel is in the way...something like that...Just try not to scratch it.
Each headlight has two adjusting screws. The adjusting screws are on the top and bottom of the headlight. Adjusts the headlight by turning the adjustment screws.

from the headlight it self, there is small adjusting bolt which you will have to move it right or left as you want to adjust it (UP-Down). Fouad
There are adjusting points on the corners of the headlight housing, this should be done by a professional, they have headlight aiming tools and guides. Badly aimed lights will be dangerous and could get you a ticket, be safe.

there are 2 adjustment screws for the lancer 95 model...the first screw is located near the radiator(of course both sides) the other one is almost at the edge of the of your hood..if your going to adjust the height or the beam of your headlight you should adjust the screw near the hood(but you need patience in adjusting your headlight) if you want your beam higher you should turn the screw to the right but if you want it lower just turn in to the left...like what i said you need a lot of patience in adjusting the headlights...the other screw is for adjusting the width of your beam...

Open the hood, and look between at the edge of the plastic piece that is the top of the grill, there above each headlight you will see two small stems, they are essentially custom bolts for adjusting the headlights.
