It's couled be flooding. The injector probably leaks slightly and when you turn off the engine, the pressurized fuel slowly leaks out, into the throttle body. By holding th accellerator pedal down, you are providing more air to the mixture and the engine can start. Before spending a lot of money at shops, try a little injector cleaner in the fuel tank. It probably won't help much, but it's certainly worth a try.

Very often it is not the switch but a piece of rubber or metal on the pedal which depresses the switch. IF the piece of rubber is gone (may be metal) the hole on the pedal is empty and it no longer makes contact with the swithc. In that case replace the metal or rubber. I just added a knot and bolt and it works just fine
