It's couled be flooding. The injector probably leaks slightly and when you turn off the engine, the pressurized fuel slowly leaks out, into the throttle body. By holding th accellerator pedal down, you are providing more air to the mixture and the engine can start. Before spending a lot of money at shops, try a little injector cleaner in the fuel tank. It probably won't help much, but it's certainly worth a try.
