There is a safety mechanism that prevents you from removing the key when the car is not in park, sometimes the solenoid could fail, or a fuse may be blown.
If you take off the cover around the steering column, you'll see a white, plastic device behind the switch cylinder. At the bottom, there's a metal button you can push to release the key lock.
