As far as I know, the belt is used only for the power steering.

Absolutely NOT. Without the P/S pump the steering will be extremely hard to turn and it would be dangerous to drive.
If you don't have dry rot in your power steering lines, it does.

The power steering pump is located just above the alternator on the drivers side of the car. An easy way to locate it on a 1991 Honda Accord is to first locate the dipstick for your oil, then directly next to it is a pulley, this pully is mounted on youyr power steering pump, and is your power steering pump pulley.
It cost me $170 for parts (2004 Honda Accord EX) + $110 labor.

Honda have there own power streering fluid. Just go into any part store and ask if it does not say Honda don't use it
you have a bad power steering pump get a new one
check to see is power steering pump is locked-up.
