Check the engine for vacuum leaks, proper adjustment of the throttle, clogged/ gummed up fuel injectors/carb jets, proper spark plug gap, clean plugs, and proper ignition timing. If everything on the engine checks out, check the Transmission torque Converter Clutch, as it might be stuck in the engaged position.

It could be that the switch on the turn signal stalk has gone bad. Replacing the stalk is not a terrible job, but it's about a $70 part. There must be a better way to localize this problem, but I'm not smart enough to know what it is. There must be some volt/ohm meter checks that can be made to ensure that the system has come online. The cruise control has a cable that runs into the throttle area right beside the regular throttle cable. It might be broken or not operating correctly. Those cables run into a black plastic box just above the fuel injectors in my '96. Yours might be a little different.

Make sure line to pump is not plugged. Make sure lever on pump is moving with throttle lever. There is a line on the pump and lever that must match up when throttle is closed. Remove oil lines from carbs, pull over to see if you have oil. If all checks out and no oil yet at the carb lines you may have some wrong in the pump drive.
