This is a service interval warning, which will illuminate at 45,000 miles, and again at 80,000 miles.
This simple service reminder light will be reset when you have your vehicle serviced at a Ford, Lincoln, Mercury dealership, since it is part of their checklist. However, most other service facilities are not aware of how to reset the light, or simply forget to reset the light.
This light is the most common light to be seen illuminated on used Cougars, as many people who do not purchase an extended warranty reach their 3/36,000 limit, and no longer visit the dealership for service, meaning the light illuminates once the person has begun using non-FLM service centers. This light does not indicate their is an issue with your car, but that a major service interval has been reached.
To reset this service-counter light, press and hold both the SELECT and the UNITS button, found on your dashboard odometer / clock controls. While holding these buttons, start your car. Continue to hold these buttons until you hear a low, long beep-sound, usually after about 5-10 seconds. The light will instantly turn off.
You need an oil change.

I checked the owners manual and the wrench light in the overhead warning lights comes on after aproximately 7700 KM ( 4800 miles ) or 358 days to indicate routine service should be performed

Well, I know that on a 2000 merc cougar, if you press and hold the "Select" and "Units" buttons at the same time, it will reset the light. Hopefully this helps.
on the fuel computer controuls hold the units and select buttons for 5 seconds and it will turn off and you will here a chime
Press the select button and the unit button at the same time for four seconds. The answer is in your ford manual that came with the car.
15mm wrench. righty tighty, lefty loosy. so turn it counter-clockwise... dont forget the oil filter
go to ford dealer and purchase new one or go to auto store and purchase an ordinary 4 way lug wrench
Hold down the units and Select button (found on the upper dash and controls the clock) simutaneously for 10 seconds. This resets your maintenance from that point through another 3K miles, at which point the wrench will appear again.
