Open the supply valve and also stop it from being air bound
You should not ever hear your tank filling unless you are using hot water somewhere. Your tank is under pressure always so it would never be filling if you were not using hot water.
It is a water heater, not a hot water heater. There would be little point in using a hot water heater. I assume that is your point.
There are a few reasons why your washing machine is not filling up with hot water. A tube could be plugged. There may also be an issue with the hot water heater. Have a professional check the machine.

A walk in tub holds over 55 gals of water (with an average size body in the tub). A 40 gal. water heater will deliver 28 gals. of water before it has to recover. You can do two things. You can buy a larger heater - 65 to 75 gals. These get pretty big and expensive. If you already have a good 40 gal. heater in your home, buy a second one and run them in tandem, meaning that the second water heater flows into the first one, which is the one supplying the water to its destination. By doing this, when the hot water starts to drain from the first, instead of the water heater filling with cold water that has to first be heated, the second water heater is delivering hot water instead. 40 gal. heaters are relatively cheap. That is the way I would go.
THERE IS NO SUCH THING AS A HOT WATER HEATER.
Using a significant amount of water can tax the available flow, but most wells have considerably more water supply.
It's called water heater. There isn't a reason to heat hot water
Check piping. Make sure cold line going into cold side of water heater and hot side coming out hot side. Cold feed for water heater should come off main cold line. Make sure valves are open to and from water heater.
It is called this as it heats up or brings up the temperature of cold water to hot. In other words, it is producing hot water by heating it. Some people incorrectly believe it is redundant to refer to "hot water" and "heater", but there are many other types of heaters, so the distinction of one creating hot water is entirely proper.
It's because "hot-water" is a compound adjective, modifying "heater". It's not for heating water, it's for heating a house with hot water. There are many types of heaters that heat water, but only a hot-water heater is used for providing heated water for domestic use. A hydronic boiler also heats water, but it's only for use in radiators. The name "Hot Water Heater" is completely wrong for any use. There is no need to heat hot water. IT has always been "water heater". The term hot water heater has just been used for years because people don't realize the difference. It has always been WATER HEATER.The first answer is jibberish and makes no practical sense at all.
You run out hot water because you must have a small water heater. A water heater gets water, and heats it up, so if you have a small one, then once you use up all the hot water, you need to wait a while for the heater to heat up more.
