Same thing happened to my 97 Buick Lesabre, I had to have mine replaced. Senor was was higher than outside temp so the a/c was not coooling the car. Sorry i can't tell you how to replace but it was not very expensive.

sounds like your outside temp sensor is internally open, you will have to replace the sensor, its location depends on the model and year of your car, also the ac works in with the outside temp, if your sensor is faulty then the ac will not function properly,

After playing with mine for a while, i found that resetting the master unit, followed by the outside temp sensor, made the master unit pick up the outside temp sensor.
There is not a separate cooling fan sensor, it controlled by the ECM which get it's reading from the ECT (engine coolant temp sensor)
