depending on your mileage, if you have less than 80,000 miles or car is not older than 8 years old the dealer will actually fix it for free. Honda extended the warranty for that. if not it gets complicated you have to remove the intake manifold and drill out the egr passage then replace the valve.

in my haines manual, it says a p1491 is a vaccum cut bypass valve or circuit fault.

i have the same truck and same code , it seems that there is a problem with the egr vsv electrical valve connected to the egr and it's not the modulator valve the one that looks similar to the egr but plastic this one has two hoses to it and an electrical connector
That's your EGR valve flow is insufficient. Replace the EGR valve.
Insufficient EGR (exhaust gas recirculation) valve. Suggest you replace the valve.
You lucked out. EGR valve circ insufficient-meaning bad valve or no vac to valve, etc. A cheap repair and not a critical item. It's for emissions.
