I had the same problem just today. I popped the switch panel up and away from the armrest and noticed the switch was separating where it was snapped together during manufacture. I just pushed it back together making sure the retaining pins held it together
Yes a fuse is one possible cause.
The motor/regulator assemblies fail quite often on these vans.
There are a couple of common failures. The wiring harness at the bottom of the track breaks, and the latch fails. A scan tool is required to communicate with the sliding door computer to check for trouble codes.
I had the same problem...it was the "computer". I had to hit the dash for about a year, then it just stopped working. It was around 800.00 to fix. You need to do at a Chrysler dealer as they have to input the codes that your local mechanic will not have.
Maybe its your driver-side window regulator that stopped working.

on my 99 Sephia the Blower is located under the dash on the passenger side.
