It says, " We, the people of the United States, in order to form a more perfect union, establish justice, ensure domestic tranquitlity, provide for the common defense, promote the general welfare..." This is in the preamble to the constitution. This remark explains the effort America has applied into creating a more perfect union, and how we have perservered to create this union.
