I would say you have broken teeth on it, or your battery may be getting too low, while your key is in the ignition in the on position, take a screwdriver and touch the B+ wire on the starter solenoid ( may take a few tries but should start)! I would also advise that you get it replaced!

Absolutely not. The starter gear must fully disengage the flywheel gears when you release the starter. Otherwise when the engine starts the starter will continue to be turned by the engine.
It's quite easy.You have to disconect the battery first.Then go under the car and the starter is located where the engine meets the transmission.There are only 2 bolts.They are straight up and down.Take the bolts out and the starter will drop(will not fall all the way out).Then disconect the wires.Now the fun part you have to get it out of the engine compartment.To do this you have to just keep trying different angles until it comes out.Then to re-install just reverse the process.It is very important to disconect the battery before you do anything(Risk of sever electric shock).
The 1995 Pontiac Grand Am starter relay switch can be found on the firewall in the engine compartment. The starter relay switch will be on the drivers side of the firewall.

If it is a V6 the starter is at the bottom front of the engine. The front of the car has to be raised to access it from underneath. This is best done when the engine is cool.
