the 1999 model did not have standard keyless entry. so if it is an SE model than don't waste your time. there is no keyless entry to be programed. you will have to take it to an aftermarket shop to get one installed. (unless you have the time and are confident enough to do it your self) if you are sure it does have keyless entry, then there is a procedure for setting your car in program mode. much like setting a phone up to find a bluetooth device. I believe it is to have the driver's door open and the passenger's closed. cycle the locks five times. If you order a new key ring off eBay or call your local dealer they can probably walk you through this procedure better than I can.
You will have to have a dealer run the vin to check the original sales codes to see if keyless entry was there.
take it to your near autozone,they started making some aftermarket products,if they don't have one for your vehicle take it to a Chrysler dealership and they will match one up but if they have to reprogram it, it will cost extra along with the keyless entry,sometimes they don't have to reprogram them.
Inside Passenger door connected to the window/door switches. has small antenna comming out of it.
I'm 99% sure the dealership has to do all programming on those. I know that's how VW does it when you buy new keys.
