Baron de Montesquieu proposed dividing government into three branches to prevent one person or group from gaining control.
Libertarian
No it does not, that is why there is a separation of powers this makes a balance and doesn't allow one to have more power than the other.
Factions (each individual kingdom) fought for control of the government.
A principle of government that Baron Montesquieu made and thought was the best form of government is called separation of powers. The system that allows each branch to prevent the others from becoming too powerful is called checks and balances.
The ACL (Access Control list) has the individual ACE entries.
I don't know but who cares
Separation of duties
So that one branch of government doesn't control every decision made.
They shrink it. Republicans want individual freedom and less government control.

The Bill of Rights, the first ten amendments to the Constitution, were proposed by James Madison. They list personal rights of liberty and property, and limit the government's power by giving some control to the states and the individual.

This is a matter of opinion, but I would argue no. "Least government" is anarchy, where there is no control outside of the individual. However, "most government" can be argued to be a dictatorship, where all control is outside of the individual. Over time, the best government seems to be somewhere in the middle of these two extremes, with some individual autonomy and some governmental control. In most democracies, this debate is staged during every election in some form.
Revisions, permanent monitoring, and separation of powers (branches of government)
That would be a dictator.
