Got the same problem on a 1999 jeep Cherokee sport and the problem appears to be due to the fuses.
They are located under the hood on the passenger side (it's a box that can be easily opened).
In it you'll find the fuses for the fog lights(it is supposed to be written at the backside of the lid).
Just don't forget to unplug your batterie before touching it, it could make your "check engine" to light.
I did replace the two fuses(didn't take chances). Then it is supposed to work fine...

instead of looking in your fuses... check the cables leading to your power source to make sure they are in tact and not damaged in any way... i have a 1996 limited edition ford explorer and my headlight went out... i changes the bulb and all but one of my wires disconnected when i was changing the bulb
