Run the A/C all the time until you get it fixed. It will run anytime the A/C is on. It has to be a defective thermal switch, or defective wiring, for the fan if the fan itself is good.
I had the same problem and it was a simple $11 relay switch that solved the problem
It is under the hood, near the battery.

The engine computer handles the voltage regulator duties. The computer is behind the battery.

I'm not exactly sure for a '94 but on a '93 there is no fuse. It is one of a group of fuzable links located behind the battery.
The starter is located at the front of the engine compartment along the side of the engine. Open the hood and look past the radiator and down the starter is right below you. Or follow the ground cable on the battery down, it is connected to the solenoid of the starter.
Starter is on the front of vehicle between the radiator and the engine...best access would be to remove the radiator fan and battery box then put it back together in reverse order... Boondock Mechanic
The battery is inside the left front fender, in front of the tire on a 1998 Plymouth Breeze.
Did you check to see if both positive and negative cables are connected to your battery posts?
Stand up in front of your car, open hood, look just beside the battery, below of the radiator cap. You will see a cable connected to a terminal plugged into the radiator. This is cts sensor.
Either the fan is burnt out or the sensor that tells the electric fan when to turn on is bad, you can wire the fan directly to the battery to see if it's good.
