If the tire locks up when you apply the brakes and you have drum brakes then you may have brake fluid leaking onto the brake shoes.

If you have ABS then you may have a bad wheel sensor.

The adjusters on the brake shoes are out of adjustment or broken.

Springs or hold down hardware may be broken.

Cracked brake linings.

Backing plates are worn out.

Front wheel drive, could be the bearing or the brakes, rear wheel drive could be the spyder gear in the rear end also.

The e-brake cable may be frozen.

If one back wheel has locked up I don't think the abs has anything to do with it. You may have a stuck/locked up parking brake cable or a stuck/locked up brake caliper.
