Check the fluid level. If it is low add fluid. If it is full and you recently added fluid, you may have air in the pump. Start the engine and turn the steering wheel full right and full left at least 10 times. This will remove the air. Drive it and if you still have noise, repeat the procedure. If none of the above applies the pump is bad, replace it, as there is no repair you can do yourself except replace it.

Your power steering fluid can be low, or bad power steering pump, or simply you just have some air in the lines.
to my knowledge there is no power steering filter i would check my power steering fluid level

The steering pump fluid is low (usually the pump will be noisy at this point) or the steering rack is leaking. In either case the fluid is low due to a leak in the steering system.

Most common cause is low fluid, or the pump could be wearing out
