Can you hear the pump running when you first turn the key on? If not check the fuse and relay under the hood. If these are good check the wiring for the pump as it runs down the frame rail to the tank. If you do hear it running you may want to replace the filter.
If you have power to the fuel pump and it will not run it is defective. If it runs but a fuel pressure test verifies that the fuel pressure is low and you replaced the fuel filter then the pump is defective.
power for the fuel pump goes through the oil pressure sender so if you loose oil pressure it turns the engine off. Look at the oil pressure sender and the wire for it.
It's located on the fuel pump assembly (fuel pump) in the fuel tank. It can be replaced by removing the fuel tank and then the fuel pump.
A few possibilities could be the fuel pump relay is bad, the fuel pressure regulator is bad, the fuel pump circuit wiring may be bad and maybe the new pump is bad.
Check the fuel pump pressure, the fuel pressure regulator may be bad. Need to know year, make, model and engine size to give you fuel pump specs.
If the fuel pump relay goes bad your fuel pump will not get power and you will get no fuel. If your fuel pressure is showing too low your pump is either weak and needs to be replaced, your fuel lines are restricted somewhere ( or possibly leaking ) or your fuel filter needs to be replaced.

When you replaced the fuel pump did you replace the short fuel line from the pump to sending unit? I didn't when I replaced the fuel pump on my 94 Safari and I had that problem. Also check to see if the pump is running when you turn the key on it should run for a few seconds. If pump works replace fuel filter. If still no luck check the fuel pressure. It should be around 80 to 100 psi.
Did you replace the fuel filter? It can also be a bad fuel pressure regulator.
