im goin through the same thing with a 92 civic.......may be the ECU, ECU FUSE, BAD GROUND FOR THE ECU....THATS WHAT IM GETTIN FROM ALL SORCES.....
There is a Relay for the Power Door Locks, which I purchased today from Checker Auto parts, but I can not find where the relay is located. I am assuming or hoping that it is the Relay for both the Door Locks and Power Windows.
check the ground and lead wire back to the main relay, they may be broken or arcing to the body. wires can fail over time, try re-wiring maybe.

The relay could be bad, but more than likely the motor has died. The relay would still click, but nothing would happen.
main engine relay should be replaced with fuel pump relay. Are you sure your fuel filter is not plugged.
Check to make sure that the pump is getting power to the Neon fuel pump. Check the pump relay, and the pump fuses.
Check the fog light switch and the wiring. Also check the ground wires. There is a power loss somewhere in the system.
More than likely you have a bad ignition switch however your anti-theft system could still enabled.
Depending on the vehicle, you could have a alarm or security lockout happening. There is a relay in the circuit that is not allowing these items to operate. There also could be a wire broken (a short) that is not allowing the pcm to get power. You have not specified whether you are getting power to the pcm or not so you will have to get a meter or test light out and see if you are, and if the is not power there, then follow the wire or schematic and find the fault. Can you crank the engine? Have you check the relay for the fuel pump? Have you checked the power for the fuel pump relay?
if it wont downshift it sound like transmission problems
Because a switch is a 'permanent' action. A relay only completes the circuit while there is power. If there is a fault in the circuit, a switch will still allow power through, whereas a relay will break the circuit.
