They came at the same time. Rome was an empire during the republic. As soon as Rome began expanding and acquiring territory and administrating Roman law to its acquisitions, it became an empire. What is mistakenly called the "Roman Empire" by some people today, is actually the principate. This came into being at the end of the republic.

They use the term Roman Empire to refer to Rome under the rule of theemperors However, the Rome already had an empire during the republic as it had taken over most of theMediterraneanand also Gaul.

The Roman Republic came first. The term empire can be confusing because historians use it to refer to the period of rule by an emperor which followed the Republic However, the Roman Empire started during Republic. Many of the conquests occurred in this period and the Republic already had an empire.
