120 degrees W
First of all ... since the earth is a sphere, you can reach any place you want to be by traveling
west from any starting point. So, technically, any city you name is west of any other place.
Now, to put a finer point on it ... although the city of Sacramento can also be found in Colorado,
Illinois, Kentucky, Nebraska, New Mexico, Pennsylvania, and Wisconsin, we'll assume that the
question is referring to the one in California. (It wasn't specified, so we get our choice.)
The longitude of downtown Sacramento, CA is roughly 121.5 degrees west, so you'd have to say
that the city is west of every whole-number meridian of west longitude between Greenwich (zero)
and 121 degrees.

Brazil, Paraguay, and Uruguay all lie entirely to the east of the 60w longitude line.
The Ural Mountains lie almost exactly on the 60 degrees east line of longitude.

Countries located on the Prime Meridian include:GreenlandUnited Kingdom (England)FranceSpainAlgeriaMaliBurkino FasoTogoGhanaNote:Since the Prime Meridian is the dividing line between the eastern and westernhemispheres, any country that it crosses is in both of them.
That would depend on how you define "city" and how you define "close". Manila, Philippines isn't too far from that line, but no other major city lies as close to the 120E meridian. Haikou and Hangzhou, China are close to 120E. Shanghai and Nanking China are 1.5 degrees either side of the line.

The Prime Meridian ... the line that marks zero longitude ... goes through both Spain and France. But it's not correct to say that a whole country is on any one longitude. Spain covers all longitudes from 9.29° west to 3.31° east of the zero line. France covers all longitudes from 4.77° west to 8.23° east of the zero line.
