Yep It has one, If your question is how to replace it, there is a tensioner at the top between the powersteering pump and altinator that needs to be rrelieved of tension . Use a 1/2'drive breaker bar which fits into the square hole in the tensioner and push towards the direction that releases tension. Remove belt. There should be a sticker under the hood to assist in routing the new belt.

I'm assuming you mean for the serpetine belt? If so, yes you can. It's held on by a single bolt I think. It's generally good practice to change the tensioner when you change the belt. It's not too pricey.

Use a socket and ratchet and place on the 95 Deville's belt tensioner pulley. Pull to the side to release tension on the belt. Remove the belt and replace it, then lower the pulley back into place.
