Many people sharpen their drill bits on a grinder. It's tricky to describe how and I'd advise asking an expert to actually show you, or second best, look at some YouTube videos on the subject.
There is a way to sharpen them on a grinder. It takes some time to learn the technique, but I believe there will be videos showing this on Youtube. You can also but an automatic drill sharpener These are sold in stores like Rona and Home Depot.
Sharpen it, use a slower speed.
You can use a standard HSS drill bit with the edge slightly dulled with a grinder so it does not 'break through' at the outside edge. -Drill slowly and hold the drill steady. I always put a piece of smooth scrap wood at the point where the drill bit is going to come out.
I think you mean a "reel grinder". It is a machine used to sharpen the reels of a mower
You sharpen the top, follow same clearance angle, you should not sharpen the face(flute) this can cause the od of the drill too shrink, drills are tapered in length and twist drills have a very small radial land unlike a reg drill. If you take a lot of stock off you will have to resplit the chisel point back to center. If you resplit, hold the drill at a 30deg angle so it cuts faster at center.
Grinders and drills are not for cleaning tiles. At the most aggressive level you may want a rotary wire brush to fit in your drill.

Ensuring the cutting edge meets the metal rather that the bit riding on the non cutting surface and just polishing the metal. Ensure that both sides are ground evenly and that the original angle of the drill is maintained. Practise on some old bits before sharpening any expensive bits.
