That depends on who you ask, I suppose. However, it is not considered appropriate in modern times, nor is it morally or ethically right to go to war without a good reason. War is truly nothing but systematic, government sanctioned murder, and today, more civilians than soldiers are killed by wars. Even if there is a good reason for a war, war should be avoided by any nation unless another nation attacks.
