Yes it is. You can workout at any time of the day but remember not to workout heavy after a strenuous or a tiring day. Also do not workout with a full stomach. Having a meal before a workout is not advised and if you are hungry you can eat a little to satisfy the hunger and give you the energy to work out. But working out with a full stomach is not advised

It's unusual but normal. Your body and muscles grow faster in your sleep. If you can sleep after getting such a high heart rate, go for it.
