It depends entirely upon your point of view; living in Nazi Germany the popular opinion would have been "yes" they should. Of course in modern society this is an preposterous idea, and would never be accepted.
If we look even further back, we find that very early humans actually left mentally or physically retarded children to die. In my opinion if somebody is not able to look after themself then they should be left to die of their own accord, unless somebody is kind enough to help them.
