I would ask the dealer for an itemized statement of the DMV fees owed and the amounts already paid, if they won't give you one, call the state Attorney General's office and ask for consumer help. If they give it to you, and it still doesn't make sense, try taking it to your motor vehicle department and see what they say. It might get sorted out really fast if you start asking for things in writing. =)
