Yes, if it is too full the excess will be dumped into the recovery tank. Fill it to the top.

There Should Be an overflow, It shows You where to fill it to, and also shows when its too full. With the system completely empty, radiator, heater, engine block and hoses, it should hold 16 to 18 qts of coolant.
It sounds to me like the radiator is boiling.Make sure the radiator is full by removing the cap WHEN THE ENGINE IS COLD. and filling it completely. This should fix it. GoodluckJoe
The coolant level is checked at the coolant tank in the passenger front corner of the engine compartment . The coolant level should be up to the cold mark when the engine is cold . The radiator should be full so its covering the top plate .

Open the radiator cap when engine is cool. Coolant should be right at the top. If the cooling system is healthy, the coolant reservoir will keep the system full.
You need to add coolant to your radiator or resivoir. You should add a mixture of ant-freeze and water, but if you need to, you can just add water. Under the hood there should be a plastic "container" that you add the coolant to. If this is completely empty, fill it to the "full" level (it should be marked) and then remove the radiator cap and check the level there as well. If the radiator is low top it off. There should be a small coolant converter located near the brake booster or near the radiator it has 4 smaller coolant lines. It has a vacuum canister check that vacuum line for any cracks or it could possibly be your thermostat. Check coolant level in the radiator. Just because you have coolant in the reserve tank does not mean that your radiator is full.

Look to the right of the radiator cap, which is at the top of the radiator. You can't miss it. It has a "low" and a "full" line on it and your coolant level should always be between those lines.
The 1999 Wrangler is equipped with an overflow tank. The amount iof coolant to add to the radiator is slightly less than 2 gallons. Be sure to use either a 50/50 coolant (pre-mixed with water) or a gallon of concentrated coolant mixed with an equal amount of water. You will have about 3/4 inch of coolant left in the container when the radiator is full. The overflow tank is there to hold coolant when the radiator gets warm and needs to expell some of the coolant. So just fill the radiator with coolant. You'll know when it's full.
