It can depend. If you are referring to "profiling," no. But there are circumstances where a person's appearance, clothing and/or actions, are so out of 'synch' with the weather, the locations, the surroundings, etc., that they can raise the "resaonable suspicion" of an officer and they may "contact" you to further assess the situation.
Yes, if they have supposition that a citizen is doing any thing illegal, has possession of any thing illegal or has any warrant for their arrest they can stop and frisk persons, But if they stop persons based on race or sex they can not.
Another View: The above answer is only partially correct. Under the Supreme Court ruling in 'Terry v. Ohio' the police are given the authority to detain and question someone, and frisk their outer clothing for weapons. BUT - only when the police have articulable reasonable suspicion that something criminal is about to take place - is taking place - or has taken place. This applies to ANYONE - age/gender/race notwithstanding.
A "stop and frisk search," where police search you for their protection or incidental to an arrest; or when contraband is in plain view of the officer.

Call the police, but don't call 911. 911 is only to be used for emergencies. Find the police non-emergency number in your area. You should be able to find it in your phonebook. The dispatcher should be able to either take the report or send you to the correct department.
Inform your parents and/or staff at your school or place of education, and they will be able to contact the local police and have appropriate action taken. You may also contact the police yourself.
