They contact the UN Security Council, President Truman did this when he was in office.

He can but he needs Congress to make that, since Congress makes laws they will have to vote yes and the president of course has the final say around, or they can outvote the presidents decline.
Often Congress is controlled by the same party the president belongs to, so they give the president more freedom to do what he wants to do. The Justice Department is part of the executive branch, so unless the Congress conducts its own investigations, the president can get around the law without much protest. The president also controls the military and can order military action that is hard to get out of, so Congress lets it go and pays for it.
He goes into ninja mode and sneaks around them to sign the treaty.
No, the Congress can't veto a bill. It is the Presidentwho can. Congress is the Legislative Branch of government, and it is their job to make the law by passing bills. The President is the head of the Executive Branch of government, and it is his option to either sign or refuse to sign a given bill.
The early government took all the duties of the king and spread them around to the president, congress, and the senate after the Revolutionary War.
For most military matters, Congress has the final say. The president does have executive order over some things, and there are certain ways that the president can get around the power of congress in some matters.
The executive order goes around Congress' ability to declare war. Basically, the president has the ability to declare war (though not officially).
Presidents can offer directives about something they already have power over, but one reason that a president might issue an executive order is to get around congress, and not be subject to the normal checks and balances built into our government. Congress makes new laws... the president cannot. In the past, several presidents have been criticized for using executive orders to take more power than they should have.
Although only Congress has the actual power to make laws, the president (chief legislator) can voice his/her own ideas and opinions to Congress while they draft legislation. The President does this through speeches, promoting his/her agenda and by meeting with Congress to discuss policy.
Under the Constitution, the US Congress has the power to declare war. The President gets around this by deploying troops as CIC.
