They weren't 'allowed' to.

Neither Congress nor any foreign country granted recognition to the Confederacy (although when the North 'blockaded' the Southern ports, they sounded as though they were acknowledging an enemy sovereign power.)

After the war, there were calls to hang Jefferson Davis for treason.
