It is not ideal. Kittens are just far too small and fragile to be allowed outside for any period of time, especially if unsupervised. However, letting a kitten outside on a harness and leash is considered safe, as you are close to the kitten at all times and it prevents the kitten from running off and getting lost.
It is ideal not to let a kitten out without supervision until its near adult size (10 - 12 months old), as a fully grown cat is usually big enough to be able to defend itself from other cats and wildlife.
Your kitten is unfamiliar with his or her new surroundings and will come out when he/she feels comfortable ; just be patient .

I'm not a kitten expert, but, having multiple answers is If your kitten only just adopted their starvation-like habits, he/she might have a cold! Kittens tend to not eat when they're a little under the weather. Perhaps, though, you should take your kitten to the vet to see if there are any more serious (or easily fixed!) health problems involved. Good luck with your kitten!
Well, they should live in a warm, (not too cold, not too hot) home, with a loving family, in a healthy environment. And depending on age they should have their mother still. Just checking, this is for like, a kitten, like a baby cat, right? Lol
