Stealing is usually bad. When you take things that are not yours, you could get in to huge trouble and i hope nobody would steal. On the other hand, when it says free and you take it without asking, i guess that's fine. Depending on your age. If your an adult then you could take something free without permission, but as a child, you have to ask for parent's permission. also depending on what you want to take.

Stealing (Theft) can be defined as :

Dishonest appropriation of property belonging to another with the intention of permanently depriving the other of it.

Theft under NO conditions is acceptable. The taking of belongings of another person who legally own that item is wrong. Taking items from a person who illegally has them is also theft.
