Check the entire front end. The tie rod ends or ball joints could be wearing. The tires could be worn or out of balance. And the front end could be out of alignment.

If your tires are in good shape, it's probably just tire balance. Low speed wobbles and shakes are normally bad tires, tread separations, just FYI.
go get 2 new tires and have the alignment checked on it
The steering wheel wobbles, because of the unconditional pressures from the ground that is adjusted at speeds when it reflects gravity.
It could be a shifted belt in one of the tires.

Highway driving: loose steering, faulty ball joints, tire balance, bent wheel, tire damage. Engine idle: burned valve, ignition misfire, motor mounts, low engine RPM, dirty injectors, EGR valve... All of the above plus quite a few other possibilities.

Have the tires and wheels checked. It could be a bent wheel or a damaged tire.
Low speed problems like that are usually either a bad tire, bent wheel or a problem with CV joints.
You might possibly have a bent drive shaft, or if you have oversized tires they could be rubbing against the wheel wells
