Where I'm from, we call that "disk brake chatter". It's almost ALWAYS caused by a warped rotor. Rotors get hot and warp over time, that's one of the disadvantages of disk brakes. On the other hand, they are far less affected by driving through water and you're less likely to experience "brake fade".
Just have the rotors (and probably the pads) replaced and the chatter will go away.
Check your power steering fliud, if it is low this could cause the vibration you are feeling.
try and put your key and shack the steering wheel
A person removes the steering wheel with a steering wheel puller, after removing the airbag to the car. Then they put the new steering wheel on the car, after aligning it correctly.

Put the key in and move the steering wheel until the key can turn

Remove the wheel. Unbolt the caliper and slide it off. Replace the pads. Put the caliper on then remount the wheel.
As you drive the steering tightens. You may need to check your power-steering fluid or put air in your tires.
Yes, the steering wheel bolts should line up just the same. You can do it yourself, just rent a steering wheel puller kit from an auto parts store, and it should be pretty simple. Good luck!
