if your car is running rich, then you need to either get your ecu tuned to adjust it. Or get a controller like a SAVC or Hondata. For a performance motor like an h22 a properley dyno tuned ecu makes all the difference.
First, you will want to be sure that it isn't flooding. Be sure that the automatic choke is working properly. Set the timing to factory specifications. Then you can only adjust the idle fuel air mixture. If it continues to run rich then the carburetor is most likely the fault.
If the fuel is running too rich in a car, it would be a good idea to adjust the EFI or Electronic Fuel Injector (carburetor). It would also be a good idea to make sure that all of the air cleaners and oxygen sensors are clean and functioning properly.
it's the screw right above the mounting bolt on the left rear of the carb. you'll have to adjust the idle screw as well as you lean it out. then check your timing again

Your civic could be running too rich because you used bad gasoline. It could also be running rich if a spark plug needs replaced.
an 02 sensor is a piezoelectric sensor which creates a voltage based on the amount of oxygen present in the exhaust. this lets the engines computer know how rich or lean the engine is running and adjust accordingly
If the carburetor has an adjustment screw for the lean/richness you can adjust it there. If the air cleaner is dirty or clogged replacing it might take care of the problem. If not, you will probably have to rebuild the carburetor.
