Anything along the line at the top of the panhandle, where it borders the Oklahoma panhandle. That latitude is 36.5 degrees north ... it's about 90 miles north of Amarillo.
I see Kerrick, Booker, Darrouzett, and Follett up there, all within a mile or two of the line, on the Texas side.
I looked for other world cities with familiar names that have the same approximate latitude. Sorry, I didn't find any ... not with familiar names anyway.

The Prime Meridian is the line whose longitude is defined as zero. The equator is the line whose latitude is defined as zero.
The equator is the locus of all points on Earth whose latitude is zero. The locus of all points on Earth whose longitude is zero is the Prime Meridian.
The Tropic of Cancer is the line that joins all points on the earth whose latitude is 23.5 degrees north.ALL longitudes on earth have a point on the Tropic of Cancer.
The Arctic Circle is the circle formed by all points on Earth whose latitude is roughly66.5° North. It goes all the way around the Earth at this latitude, and there is apoint on it at every longitude. The Arctic Circle itself is a parallel of latitude, at about 66.5° North. There is a point on it at every longitude.
The range of possible answers to that question is limited only by what you consider "near". Without wandering too far north or south, Melbourne, Australia could qualify, although I'm not sure whether it's the capital of anything.

The equator is the parallel that consists of every point on Earth whose distances from the north and south poles are equal. In the system of geographic coordinates that we've invented to describe the location of points on Earth, the equator is defined as zero latitude.
The Tropic of Cancer is the line that joins all points on the earth whose latitude is 23.5 degrees north.ALL longitudes on earth have a point on the Tropic of Cancer.
It's the circle whose radius is the same as your north latitude. (That means it depends on where you are, and if you're south of the equator, Polaris is below your horizon anyway and there is no such circle.)

There is no physical boundary between the northern and souther hemispheres. However, the imaginary line which is at 0o latitude is called the equator.
The two continents whose territory is crossed by the equator are Africa, Asia, and South America.
