Yes they were, but the murder of Lincoln created a great political gap, that Johnson could not bridge because of his modest political influence and his excessive propension in favour of the former rebel States.

Had not Lincoln been assassinated, his plan would have been probably applied although likely with some necessary amendments and those States would have avoided the most of troubles and hardships in recovering their economy and internal social order, which instead they had had to face for about a century after the Civil War.
