Yes. That was a major concession by the South, and Congress had to make a big, dramatic gesture to compensate. They said, in effect "We can't hold out much hope of new slave-states, but by heck, we'll crack down on those runaways." The resulting Fugitive Slave Act was so unpopular that 'Uncle Tom's Cabin' was written as a protest against it.
