If the electric mirrors also do not work and the interior lights function abnormally, you may have the same "missing ground" problem that I had. The common ground wire leading out of the driver's door may have become severed and need to be repaired by soldering a short extension wire of equivalent guage inline. The severed ground wire is easy to find and repair once you expose the wiring harness exiting the driver's door by removing the interior door panel and the driver's kick panel cover. I found that I could just tug on the ground wire and it pulled loose freely at both ends for an easy repair.
In the fuse box
A very common problem is to have broken wires in the harness going to the driver side door.
The 1990 Jeep Grand Cherokee power locks wiring diagram can be obtained from most Jeep dealerships. The wiring diagram can also be found at most auto-parts stores.
The 1997 Jeep Grand Cherokee power door lock fuse can be found in the fuse box. The fuse will be in the first column, third from the bottom.
The fourth fuse in the interior fuse panel controls the power windows and locks on 2000-2001 Grand Prix. 25 amp silver fuse.

Check under the hood for any "fusible links" that may have blown.
If you have a 1993 Jeep Cherokee Country check the wiring harness underneath the driver
In the fuse center located behind the passenger side kick panel for a 1997-2001 Jeep Sport you will find the fuse/circuit breaker for the power windows and power door locks located in position number 28.
Remove the power locks and windows fuse you will loose power for your windows also
