I believe the Treaty of Paris(1783) included territory West of the Mississippi River. Excluding states such as California and Texas as they were not yet U.S. owned. Included in this could be the Louisiana Purchase territory. Again, just check to be certain, but I think I'm somewhere in the ball park.

An ethic group of people, perhaps displaced by war, living within the borders of some country or maybe several different countries might think of themselves as a nation without any exact borders.
