Strictly speaking they are not washable unless you have a special filter. But if you still want to clean it use compressed air to clean it first.
If you have paper based filter you should not wash it. If you have synthetic fiber based filter after using compressed air you can wash with clean water and then dry it.

That's going to depend on the type of lid. My tank has a glass cover to it. In order to clean it. I simply take it off and scrape off any algae. After cleaning the algae, I wipe it down with a wash cloth WET WITH TANK WATER ONLY. Dry it with a dry washcloth and replace it.
