Judicial Power
In Europe, European Court of Justice has the authority to interpret treaties.
The people with authority to make and enforce laws are typically legislators and executive officials, such as members of a parliament or congress and the president or prime minister. To manage disputes about laws, judicial officials, such as judges and courts, have the authority to interpret and apply the law to resolve legal conflicts.
Interpret the laws :)
Jurisdiction
Interpretation is left up to the Supreme Court and other lower courts. Agencies have no authority to interpret the Constitution.
The Judicial Branch of government is vested with the authority to interpret the Constitution and ensure that laws adhere to the spirit and letter of the Constitution. It is also responsible for determining how a laws are interpreted and applied. As the highest court in the nation, the US Supreme Courtis the ultimate authority on the interpretation of laws and the Constitution. However, through the system of checks and balances, the Supreme Court does not have the final say on what the Constitution is. The Congress, with the several States, has the authority to amend (change) the Constitution, thus potentially overturning a Supreme Court decision. This is a difficult and time-consuming thing to accomplish and so is not often done.
not to enforce the laws and not to interpret the laws
To interpret laws
The duty of the Supreme Court is to interpret and apply laws. They review cases and determine whether laws or actions are constitutional or not. When there are disputes or conflicts involving the interpretation or application of laws, the Supreme Court has the final authority to decide on them.
Parliament decide upon laws.
Generally they don't interpret them, they introduce and change them as they see fit.
