First thing is check the fuses. Then find the resistor pack and remove it front the mounting pins unplug the input leads.

use volt meter to check input voltage. Should tell you what the leads are on the body of the resistor pack. If you get good voltage at that point - turn on the fan control (with the ignition key on) and check to output of the resistor pack. You will have to remove leads from the fan to do this. If there is no voltage on the output side - bad resistor pack, else bad fan motor.

Check fan motor using jumper wires from the input connector that you verified earlier to the fan. These fans have a lot of torque so hold it tightly - may need a helper for this step.
