The check engine light is on in a 97 Honda Accord due to EGR trouble I've read that there was a recall on them and Honda will fix for free if the car has less than 150000 miles on it Is this true?

Yes. The entire emissions system is covered for 14 years, 150,000 miles per Honda Service Bulletin 98-081.
