If the way you checked your the fan was by putting it directly to the battery then you should check the cables that come to the fan maybe one of them is cut somewhere, or maybe the plug is dirty.

the problem is the 2 relays ,main engine and fuel pump relays. they work together so if one arcs it shuts off the other. Always replace BOTH run about $16.50 ea at Kia dealer.
