yes you can. open the dash and expose the gauges. you can actually pull the whole gauge out. at the back part there is like a twisting knob. twist that and you can pull off the bulb. then replace the bulb

The blinking red light in the dashboard is an indicator that your anti-theft security system is armed and working.
A fast paced dashboard indicator light usually means that there is a failed bulb somewhere on that circuit. Check all the bulbs including side markers and mirror lights if equipped on that circuit (left/right).
Your brake lights are out too! Replace the fuse.

Locate fusebox under dashboard. Check owners manual for location and fuse number. Replace fuse.
Make sure all bulbs are working Replace turn signal flasher
If all of them stopped working at once, it could be a fuse. Find the Fuse box and test the one that connects to your dash. if the fuse is bad, replace it.
This is really waste of time. I spent 20mins looking for the right question and I thought I would get some answers but I was in for a surprise. This, I feel is a real waste. I know this much that you should be careful when working around that steering column coz you can make the airbags go off.
