I am presently having the same problem on my '97 sunfire. According to the wiring diagram, the daytime running lights are actually just the highbeams running in series. For whatever reason, I don't have a driver side high beam either. I assumed it was the relay, but I might be mistaken. Where is the darn relay located anyway? the relay is in the fuse box inside the car on the drivers side door panel

In the area in front of the right front wheel below the headlight.

make sure you fill up your headlight fluid after you change the bulb
Generally, a blinking DRL indicator on the dash means that there is a headlight burned out. Replacing them is cheap and easy.
I have an 01 Pontiac sunfire and I have noticed that the check gages light comes on when the gas is low. I have never seen any other indicator come on for low fuel.
check for the relay it maybe bad it has left and right
If the AC is on constantly, the fan will be on constantly. If that's not it, it mught be the fan relay or the temperature sensor.
Check ground circuit Make sure bulb is not burned out
