First, un plug the wire at the fan, jump the wire and see if the fan does work. If it does, trace the wire back to the sensor, there are only 2 sensors, 1 for temp gauge, and 1 for the fan.
To locate the thermostat on a Chevy Celebrity follow the upper radiator hose to the coolant outlet, which is mounted to the top of the thermostat housing.
There is a low level sensor in the side of the radiator. They do go bad.

Just beneath the lower radiator hose is the drain.
I believe it's on the radiator tank near the fill cap.
drain coolant from radiator, remove one of the frost plugs in engine block, install block heater in place of frost plug, refill radiator with coolant.
